18. The holder of an expired probationary licence who has not paid the insurance contribution covered by sections 13 to 15 for the first issue of a full-privilege driver’s licence nor advised the Société de l’assurance automobile du Québec prior to probationary licence expiry of his intention not to obtain the licence, must in order to obtain a full-privilege driver’s licence during the period during which payment of the insurance contribution was to be made, pay the insurance contribution.
A person covered by the first paragraph whose right to a licence was suspended for part of the period for which payment of the insurance contribution exigible was to have been made, must pay, on lifting of the suspension if that occurs during the period, the insurance contribution for that part of the period not covered by the suspension, to obtain a first full-privilege driver’s licence until the end of the period.
